The Tax Collector's Finance & Accounting Department collects and distributes over $2.2 billion in taxes and fees annually and oversees the payroll, budget and financial audit processes for the organization. Purpose: The Assistant Director of Finance & Accounting works under the general direction of the Department Director responsible for the direction and oversight of the financial and accounting activities of the Hillsborough County Tax Collector's Office. Requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop and implement policies and procedures and to determine efficient and innovative ways to accomplish business strategies. Principal Duties and Responsibilities (Essential Job Functions) * Assist in directing and supervising employees performing financial reporting, accounting, billing, collection, distribution, payroll, and budgeting duties * Assist in coordinating and directing the financial planning, budgeting, and investment activities for the organization * Maintain current knowledge of Tax Collector policies and procedures; federal, state, and local government policies and directives; and current accounting standards * Assist in developing internal control policies and procedures for activities such as budget administration, cash and credit management, and accounting * Assist in preparing or directing the preparation of financial statements, business activity reports, annual budgets, and other reports required by regulatory agencies * Assist in monitoring financial activities and details to ensure all legal and regulatory requirements are met * Assist in conducting or coordinating audits of accounts and financial transactions to ensure compliance with regulatory requirements and statutes Experience and Skills: Job Specifications (including knowledge, skills, abilities and physical requirements) * Considerable knowledge of all applicable laws, rules, and regulations related to the financial activities of the Tax Collector's Office including those contained in Florida Statute, the Florida Administrative Code, and the Florida State Board of Administration * Considerable knowledge of budgetary procedures and controls; generally accepted accounting principles and practices; banking analysis; and reporting of financial data * Ability to use a computer, automated financial and accounting systems, and general office software and equipment * Skilled in planning and prioritizing work activities and applying appropriate management techniques * Ability to establish and maintain effective working relations with others * Ability to communicate effectively both orally and in writing * Ability to use independent judgment to make sound decisions and solve complex problems * Work requires regular and reliable attendance * Work is typically sedentary but may require standing or walking up to 10% of the time Qualifications * Bachelor's degree in Accounting from an accredited college or university; Master's preferred * 5 years of accounting experience in a high volume institution * 2 years supervisory experience in the accounting department in a high volume institution * CPA or CGFO required * Considerable knowledge of all applicable laws, rules, and regulations related to the financial activities of the Tax Collector's Office including those contained in Florida Statute, the Florida Administrative Code, and the Florida State Board of Administration * Considerable knowledge of budgetary procedures and controls; generally accepted accounting principles and practices; banking analysis; and reporting of financial data * Ability to use a computer, automated financial and accounting systems, and general office software and equipment * Skilled in planning and prioritizing work activities and applying appropriate management techniques * Ability to establish and maintain effective working relations with others * Ability to communicate effectively both orally and in writing * Ability to use independent judgment to make sound decisions and solve complex problems * Work requires regular and reliable attendance * Work is typically sedentary but may require standing or walking up to 10% of the time, * Bachelor's degree in Accounting from an accredited college or university; Master's preferred * 5 years of accounting experience in a high volume institution * 2 years supervisory experience in the accounting department in a high volume institution * CPA or CGFO required
