The Transformation Programme will manage multiple large projects that will deliver the benefits to both our Customer and road users.
The purpose of this role is to be the lead within the PMO on the operation of the risk, issue and change management processes for the NRTS Transformation Programme.


*To establish and operate Risk, Issue and Change management processes
*To develop the programme risk management strategy in line with corporate risk management policy;
*To develop and implement the issue management process, liaising with the Contract Manager on potential contract issues;
*To develop and implement the change control process, working with Contract Manager and the appropriate functional leads on contract changes

The Project:

Highways England have awarded telent the contract for the operation and management of NRTS2 (National Roads Telecommunication Services), NRTS is the network of communication and control that Highways England uses to monitor and manage England's motorways and major trunk roads, it is a critical component of national infrastructure supporting the country's 4,400 mile strategic road network.
The contract includes a major technology transformation programme in addition to general maintenance and management of the network; The transformation programme comprises of 11 technology projects, including the introduction of new wireless and IP CCTV services, new management systems and the next-generation upgrade of all technology, this will ultimately enable Highways England to prepare for the future and enable safer roads, more efficient delivery and a better road user experience.

Role Profile:

*Proactively identifying programme-wide risks/issues/changes to enable consistent responses:
*Assisting in the identification and ongoing management of risks by running risk workshops and risk reviews:
*Giving advice on best practice, appropriate risk responses and contingency planning:
*Validating cost estimates for all outstanding risks; ensuring risk mitigation costs do not exceed risk occurrence costs:
*Assessing how effective any response actions have been and whether identified risks have materialised:
*Actively monitoring and regularly reviewing all risks and issues on a constructive "no blame" basis:
Ensuring all changes have appropriate impact analysis and are planned, resourced and implemented through a formal process:
*For each of the risk, issue and change management processes:
*Ensure that they follow best practice
*Clearly communicate the processes with the wider business
*Establish and maintain the appropriate registers
*Ensure that there are nominated owners/actionees, and activities are proactively managed
*Ensure agreed responses are planned, resourced and implemented
*Ensure all responses are prioritised and dealt with by the appropriate level of management
*Control escalations to higher authority, ensuring all project items that have wider programme implications are escalated and dealt with at a programme level or beyond
*Establish effective communication between projects, the programme and with stakeholders regarding response handling
*Facilitate regular monitoring and reviews
*Facilitate cross-project impact analysis

Typical deliverables include:
*Programme risk management, issue management and change control processes
*Programme risk, issue and change registers
*Management of programme and project risk reviews
*Management of programme change board
*Management of programme and project escalations
*Proactive identification of common themes across programme risks and issues
*The establishment of best practice across the programme
*Implementation of consistent responses, resolution strategies, mitigation and contingency plans across the programme

We'd be delighted to hear from you if you have the following skills/experience:
*Minimum 5 years' experience in a similar role
*Effective communication within team and with stakeholders
*An experienced user of the relevant Risk Management tools, techniques
*Experience of managing risk/issue/change control in major programmes and/or complex projects
*Experience in working on technology projects
*Practical ability to utilise critical programme and project management concepts, such as Prince2, MSP and P3O
*Computer literate & experienced in Microsoft Office applications
*Degree/HND/HNC or equivalent in an appropriate discipline is desirable. Depth and breadth of experience will be considered where these qualifications have not been attained
*Significant track record of successful work


*APMP - Certified Project Management Associate;
*Recognised risk management qualification (such as CERA/CRM/IRM);
*Enthusiastic, motivated, adaptable and proactive with a proven ability to use own initiative to work flexibly in a changing environment
*A strong sense of personal resilience and ability to remain focused on the bigger picture.
*Strong communication skills (verbal and written)
*Organised working style and attention to detail
*Rigorous adherence to timekeeping and meeting deadlines
*An analytical approach to problem solving
