Working closely with the Site Manager the HSE coordinator will be supporting across the site covering off a number of HSE duties and tasks . The role will be based on site on our clients Shetland HVDC project based on Noss head. The role requires site attendance through the week so will be based up there for the duration (accommodation and work expenses are covered by the business) With the scope transitioning from Installation to Commissioning, there is more focus on the coordination and auditing of the Electrical Permit-to-Work System Please note this role has been deemed Inside IR35 (Umbrella and PAYE only) Role: Site HSE Coordinator Reports: Direct reporting to Site Manager. Functional reporting to Global HSE Manager for Site & Service and Project HSE Manager. Responsibilities: Act as Site HSE Coordinator for the Shetland HVDC Link Project at Noss Head Switching Station. Main Work Tasks: The Site HSE Coordinator shall support the Site Manager (who has responsibility for day-to-day Health, Safety and Environmental Management on the site). The Site HSE Coordinator duties include, but are not limited to: Reports directly to the Site Manager and functionally to the Global HSE Manager for Site & Service and Project HSE Manager. Support Site Manager and Project HSE Manager in updating the Site Health, Safety and Environmental Plans when transitioning from the Installation phase to the Commissioning phase. Responsible for Health, Safety and Environment coordination at site according to the Site HSE Plan. Review Risk Assessments and Method Statements (RAMS) for Commissioning activities. Responsible for collecting and compiling all required HSE KPI s (i.e. Person Hours, Incidents, Near Miss, Hazards, Observations). Working in cooperation with other CDM duty holders on site; establishing and maintaining close contact with the Client and Principal Contractor HSE representatives as well as Subcontractor representatives. Coordinate Commissioning activities with the Commissioning Manager to identify the Permit-to-Work requirements for equipment test and sub-system test. Advise and support site personnel in respect to HSE related matters i.e. Site Inspection Tours, Toolbox Talks, Electrical Safe System of Works, and Last-Minute Risk Assessments. Participate in daily SIMOPS/PTW meetings and review Permit-to-Work applications with the Site Manager, Commissioning Manager and Principal Contractor. Provide administrative support by maintaining site documentation including Permit-to-Work Register, Isolation Register and RAMS Register. Audit the Electrical Permit-to-Work System to ensure all correct authorisations are in place for Commissioning Activities. Ensure all incidents are properly reported according to Legal and Employer requirements. Ensure investigation of incidents/accidents/near misses are conducted and lessons learned are communicated to project personnel. Establish and execute training and induction programs to ensure the Electrical Safety Organisation is established and the competencies of site personnel are maintained, and the necessary certified personnel are in place at site. Organization of site HSE meetings with Subcontractors Participating in HSE Meetings held by the Client and Principal Contractor. Ensure that HSE requirements relevant for specific tasks are met (e.g. as defined according to Legislation, Contractual requirements, Company requirements or requirements coming from project documentation such as Method Statements or Risk Assessments). Perform regular site inspections to verify HSE performance at site by monitoring through site walks, spot checks and formal inspections; ensuring site activities comply with the applicable HSE legislation, Employer and Company requirements. Demonstrate a strong commitment towards Environmental standards, guidelines, and procedures. Inform on/verify adherence to site specific Environmental protection measures (e.g. waste management, wildlife protection, use/handling of substances hazardous to environment) Conduct Health, Safety and Environmental audits and inspections on the site and assist the Management team in closing out any actions required. Experience/Qualifications: Previous experience of HSE Management and Permit-to-Work Coordination in a Project of similar size and complexity or other similar proven capacity. Experience in M&E Installation and Commissioning (Desirable) Fluent in English (Verbal and Written) Knowledge of HSE Legislation for Construction Activities. (CDM 2015, SEPA, BS EN (phone number removed):2013) Recognizable qualification in Health, Safety and Environment (e.g. NEBOSH Diploma or equivalent) HV Authorised Person (SAP) / Switching Competency (Desirable) Formal Incident Investigation Training.
