Job description

The Role:

The postholder will work within an integrated delivery team, and is accountable to the Commercial Manager for the provision to the IPL and their respective teams of robust estimates and pricing documentation of a project or programme of projects from inception through to start on site. You will have responsibility to ensure that the IPL and their respective delivery team have a full understanding of the estimates incorporating the right standard of quality and safety whilst also ensuring maximum efficiencies are taken account of and that full compliance with the Alliance governance procedures has been followed.

Key Responsibilities:

- Responsible for the provision of cost estimates up to appropriate delivery milestone within the programme area

- Develop estimating working practices within the programme area

- Ensure governance of all stakeholders is achieved within agreed timescales

- Ensure stakeholder costs are broken down to an appropriate level at the respective delivery milestones

- Provide high level solution costs for risk and value process evaluation

- Ensure documentation for delivery milestone submissions is in place on time and quality

-Compile and submit to IProcT initial requisition procurement schedule to identify forward demand

- Ensure that the challenge of sustainability is recognised within the proposed solution including carbon benefits

- Ensure timeliness of handover of construction estimating pack at appropriate milestone

- Ensure pricing pack meets appropriate quality and standards

- Liaise with third parties and stakeholders as appropriate

- Responsible for the utilisation and implementation of standard products within the estimating package

- Lean techniques, to increase predictability and productivity whilst reducing waste

- Ensure programme and estimating package are aligned

- Maintain the programme area estimating database and verify against actual cost data

- Support the commercial team in cost base submission and verification

- Ensure the delivery team have a clear understanding of delivery strategy

- Solution cost build ups including detailed scheme breakdowns for gang structure, materials and production outputs provided at pre-start meeting

- Clear understanding of financial issues of each scheme

- Maintain an awareness of new developments on project processes and propose modifications to any area of the project so that the Alliance makes best use of technological developments

- Maintain regular contact with the IProcT to ensure procurement needs are managed in a timely manner

- Early identification of schemes where specialist capability is required and engage 'best for task' supply chain

Key measures & targets:

- You will be responsible for the successful delivery of a robust solution cost estimate of projects or programme of projects whilst achieving maximum efficiencies in full compliance with all Alliance governance procedures.

Person Specification:

The successful candidate is likely to meet all of the following criteria:


- Significant estimating experience within a civils environment

- Extensive practical experience of general civils, particularly installation of pipelines, shafts, M&E fit out of pumping stations, earthworks, concrete works, roadworks

- Familiarity with the way such projects are constructed, the risks and opportunities and knowledge of local supply chains and specialist subcontractors


- Use of Conquest estimating system is useful, but not essential
