The client has 14,000 residential properties and are investing about £28m in planned maintenance and improvements each year. Decisions about spending on our housing stock are supported by the APEX asset management database. Housing services are subject to an internal client/landlord arrangement. This post supports the strategic client function in relation to asset management and the meeting of residents' needs through the stock.
Asset data is used to inform, and support the implementation of, strategic objectives such as maintaining all homes to the decent home standard and improving energy efficiency. Procurement regulations stipulate that the asset management database should be re-procured to ensure that the client complies with financial rules. This is a great opportunity for the client to review existing software and to create efficiencies and efficacy through integrate housing management and asset management databases. This post is key to the development of documentation for effective procurement.
The main elements of this post are:
ensuring the quality and integrity of asset data using APEX (asset management database) and OHMS (housing management database)
undertaking the collection, management and quality control of stock data, ensuring that the data informs the asset management strategy, and that the council harnesses new technology such as remote working devices
supporting housing revenue account business planning, budget monitoring, and producing financial and statistical reports and projections
overseeing the assessment of stock condition data and inclusion of homes in the programme, together with the provision of information to tenants
To provide high-quality and professional business analysis to support effective decision-making, inform strategy development and shape service delivery.
To provide business analysis expertise to identify opportunities to deliver customer focused outcomes that provide both financial and non-financial benefits to the council.
To plan and deliver multiple and complex business analysis activities concurrently, within set timescales and to budget.
To provide intelligence insight and support to senior managers and the Gateway & Welfare management team from data and business analysis activities.
To lead on the provision of business and data analysis for both internally and externally (e.g. DCLG) funded projects, and to assist in the preparation of bid documentation and analysis.
To provide business analysis to Gateway & Welfare services, and other services across the People department, in relation to early intervention services and cost benefit analysis approaches.
To proactively identify additional and innovative opportunities, within resource requirements, to support the implementation of the Gateway approach.
To champion the development of new behaviours, relationships, ways of working and resource deployment methods, using an evidence based approach including using cost benefit analysis.
ESSENTIAL KNOWLEDGE & EXPERIENCE:
Advanced knowledge of MS Excel, MS PowerPoint and MS Word.
Good knowledge of databases and report-writing tools (MS Access, OHMS/Infomaker, APEX/x-port or the equivalent)
Basic knowledge of MS Project and MS Visio (or equivalent)
Excellent command of management information systems and techniques, and ability to produce complex and sophisticated reports for the presentation and analysis of detailed data
Excellent analytical skills with ability to manipulate and analyse quantitative and qualitative data
Excellent level of numeracy with the ability to use financial spreadsheets for analysis and presentation
Excellent understanding of the functioning and specification of IT systems, with the ability to assess and specify new system requirements
Ability to interpret the information needs of colleagues, and to support and enable them to make effective use of IT systems
Ability to plan and manage a varied and demanding workload within a context of frequently conflicting deadlines
Ability to identify problems and develop innovative solutions
A good level of oral and written communication skills and ability to communicate technical information to different audiences
Ability to develop and understanding of relevant legislation and policy and to apply this understanding to data requirements
Experience of working with large, complex, multi-functional databases
Experience of setting up financial/budgetary reports and information collection systems, and of working with management information and reporting systems
